FNR, FR, EAC, ROA explained

Uganda's national parks use four tourist categories to determine fees. Understanding which category you fall into helps you budget accurately and avoid surprises.

The Four Categories

FNR — Foreign Non-Resident

Non-African citizens visiting Uganda as tourists (no permanent residency).

Examples: Americans, Europeans, Australians, Asians visiting on holiday

💰 Highest fee tier

FR — Foreign Resident

Non-African citizens who are permanent residents of Uganda.

Proof required: Valid work permit, residency permit, or similar documentation

💰 Lower than FNR, higher than EAC

EAC — East African Community

Citizens of East African Community member states.

Countries: Uganda, Kenya, Tanzania, Rwanda, Burundi, South Sudan, DRC

💰 Lowest fees — designed to encourage regional tourism

ROA — Rest of Africa

Citizens of African countries outside the EAC.

Examples: South Africans, Nigerians, Ghanaians, Ethiopians

What proof do I need for FR status?

Typically a valid work permit, investor permit, or residency permit. Some parks accept employer letters on official letterhead.

Do children pay the same rates?

Most parks have reduced fees for children (typically under 15). Some activities like gorilla trekking have minimum age requirements (15+).

Can I pay in local currency as a foreigner?

FNR and FR fees must be paid in USD. EAC citizens pay in Ugandan Shillings (UGX).
